01 · Legislative Process

From idea to law

Parliament is the legislative authority of South Africa. Here's how a bill becomes law—and where you can make your voice heard.

Who holds the pen

05 stages
  1. · The Executive

    Pre-Legislative

Discussion documents (Green Papers) outline initial policy thinking, evolving into refined White Papers.

  2. · Parliament

    Bill Introduction

A Bill is introduced by a Minister, committee, or MP. About 90% come from the Executive branch.

  3. 03· You

    Public Participation

This is YOUR opportunity! Committees hold public hearings for written and oral submissions.

  4. · Parliament

    Parliamentary Debate

The Bill is debated in the National Assembly and NCOP. Both houses must pass it.

  5. · The President

    Presidential Assent

The President signs the Bill into law. It becomes an Act and is published in the Government Gazette.
